oonireport does not remove incomplete reports from the log after upload

When I run:

oonireport upload /path/to/file

And the upload is successful reporting.yml is not adjusted accordingly to not consider the above report amongst the incomplete ones.

We should remove the report from the ones not complete after it has been uploaded.

Ideally there should also be a flag that can prevent this from occurring so as to keep supporting the legacy behaviour (it may be that a user wants to upload incomplete reports to multiple collectors)
