We need a hierarchical system for rules

If we're going to add all the user rules that have been flooding in over email, we'll need a system of hierarchical tabs to characterise them.

It should default to having the most important rules open by default, with other categories ("digital civil liberties", "finance and online banking", "news and media sources") available.

We could implement this by making subdirectories for rules, or by adding a "category" attribute to the rulesets.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
