Write tests for security.nocertdb fixes
#12998 (moved) broke quite some things for our users (see #13254 (moved) and #14716 (moved) for examples). We should make sure, now that #14716 (moved) landed, that we detect these kind of things earlier by writing respective tests.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
