bwauth: load certs from disk

Hi,

with python2.7 validating ssl certs, bwauth broke for me since I don't trust all the certs systemwide.

I have patched my version to load optional trust anchors from disk.

https://people.torproject.org/~weasel/.git/torflow.git should have my tree.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
