Redesign/Rewrite the BridgeAuthority

There have been an increasing number of problems lately with the BridgeAuthority (see i.e. #11216 (moved) #12254 (moved) #15866 (moved)). Yawning and I have been discussing rewriting it at some point, and it's possible that the entire idea of the BridgeAuthority should be rethought/redesigned.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
