*.senate.gov does not always support HTTPS

HTTPS Everywhere seems to assume that all sites under *.senate.gov support HTTPS. However, at least some senators' sites do not.

For example: http://www.alexander.senate.gov vs https://www.alexander.senate.gov

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
