HS_DESC's HSAddress can be 'UNKNOWN'

HSFETCH (https://gitweb.torproject.org/torspec.git/commit/?id=aaf2434). Looks like a mistake.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
