Generating the MAR tools is broken due to missing certutil with ESR 38

+ cp -p 'obj-*/security/nss/cmd/certutil/certutil' /home/ubuntu/build/mar-tools/
cp: cannot stat `obj-*/security/nss/cmd/certutil/certutil': No such file or directory

Looking around certutil does not seem to get built at all any longer with our current .mozconfig.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
