Fix URLs for new gitweb.
The software behind https://gitweb.torproject.org/ changed a while back and broke some of the URLs in BridgeDB. One of them is user-facing, the link to CHANGELOG in lib/bridgedb/templates/base.html.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
