Add an 'ethics and safety' paragraph to research.tp.o

Right under 'Analysis' is probably the best place. We should call out the existence of Shadow and Chutney, and steer people to using those rather than the live Tor network when possible.

We should also explain our "If it's exploiting a protocol problem that we would rather fix, then it is not ok to exploit it" reasoning.

And mention that the ideal case would be to have a Tor research review board, for when people want to do experiments on the live Tor network, and encourage people to contact us to help make it happen.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
