Have ooniprobe download the TLS certificate chain

Related to #15159 (closed), I want not only to test whether an HTTPS URL can be fetched, but also to know what the chain of server certificates is. My particular use case is detecting MITM against [[doc/meek|meek]] domain fronts.

I suppose this could be a separate nettest or be part of http_requests.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
