Check integrity of uploaded files periodically

It would be a nice idea to have an automated script that could download and check the integrity of files uploaded to the cloud services in a periodic manner, and warn someone in case the files are corrupted. It could be done using code suggested by isis on #14744 (moved). Also, this could be used in #16994 (moved), in case we decide to do it.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
