Create new mailinglist for internal community tech support

Some of our folks can make an obsolete microprocessor stand up and sing using just a multiprobe and a stern expression. But as we diversify to include more people who didn't cut their teeth on a PDP11, we need technical support to keep up with them. Let's try for a judgment-free community email list.

Since this is an internal list, I recommend that we use a nonobvious name so that it isn't getting accidental mail all the time. (This is not a "hey Tor, how do I use Tor" list but a "hey coworkers why is my thunderbird broken" list.)

The name is in flux. I'll post here when I have a better idea. I like "superfriends" but others like "tech-support".

The list admin can be me. Unless somebody else volunteers... and I hope they do. The list should be private. The list should not be archived. Anybody should be able to post. (If only subscribed addresses can post, then people would need to offer tech support in order to get it. And people would need to have a single working email address and be able to subscribe to mailing lists to use it.)

I'll come back with a list name rsn.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
