Hidden service option for the number of predicted circuits
All of the circuits predicated in circuit_predict_and_launch_new() have an option to configure them except hidden service server circuits.
This makes it hard to individually control predicted circuit creation, particularly because #17359 (moved) makes it impossible to turn off entirely.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
