Document the build and release process for Tor Messenger

There's a README in the git repository that explains how to build it. That's a great start.

But what about all the steps around that, like #17454 (closed)? And where to upload the resulting packages? And how / with which keys to sign them? And where to bump version numbers?

Nicolas suggests that a ticket to keep track of it all would be useful. Here is one.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
