If tor gets different addresses via different methods, it flips between them

A user on tor-relays found that his tor instance was unreachable because it was switching between different IP addresses on the VPS.

It would find one IP address via gethostname, and another on the interface on the server.

It would be great if we could:

  • ask the user to use the Address torrc option in the error message
  • choose methods that we think are more likely to be correct, and believe them
