Use low priority notification for TorService

I saw this is Syncthing, and it seems it would be fitting for us as well: https://github.com/syncthing/syncthing-android/blob/af9c1421cdca2b9e73f2f01464963092b6e13970/src/main/java/com/nutomic/syncthingandroid/syncthing/SyncthingService.java#L311

The surrounding code is because syncthing allows you to set normal/low/none for notification type. We could add that later, but for now, keeping the orbot notification out of the active notification list would be helpful. (Users don't need it to bump other notifications off their lock screen.)
