Edit ruleset for non-working pages on Columbia University domain
hr.columbia.edu does not support SSL, so every time that pages on this domain are accessed, they return a 404 because HTTPS-E attempts to redirect to the SSL version. Most pages, in fact, on Columbia do not support SSL other than specific ones, but excluding hr. is a first step.
