Add new default obfs4 bridge noether to Tor Browser
There's another obfs4 bridge named noether for the default Tor Browser bridge list. It's 100MB/s and run also by the same person as #18071 (moved). We should add it to TB for the upcoming 5.5 release.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
