Update dir-spec for fallback directory mirrors
In #18086 (moved), we added default fallback directory mirrors to tor's master branch (0.2.8.0-alpha-dev).
I need to update the directory spec for that change.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
