Clarify comments around closing excess consensus connections

arma made a comment in #18625 (moved) about the functions that close excess consensus connections being unclear.

I've added comments to make it clearer what "excess" means, and why we won't ever close our only consensus connection attempt.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
