Restrict editing of /projects/tor/wiki/doc/TorMessenger
In #18524 (closed) I tell a user they're free to update the project page since it's on a wiki, but arma astutely points out that means they can update the download links as well.
As long as we continue that practice, we should restrict editing there.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
