Automatically update GeoIP database on relays and bridges

The most common way for a relay or bridge to update its GeoIP database is to upgrade to a newer Tor version. There should be a way for the directory authorities to tell when a new GeoIP database is available, so that relays and bridges can upgrade their database. Due to Roger, something like this is specified in one of the proposals (or at least stated as a good idea), but it is not yet implemented.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
