I should be able to schedule bandwidth

The randomly-scheduled-in-a-timeslot algorithm does not provide sufficient control over Tor's bandwidth usage. I am quite willing to let it use all of my bandwidth between midnight and 6am, and most of it between 10am and 6pm, but I don't want it messing with me the rest of the time.
