Use the same directory structure for Instantbird/Thunderbird as that of Tor Browser
Tor Messenger (and later, Tor Mail if we ever do it again) has a different directory structure than Tor Browser and to maintain compatibility and also to make lifting the secure updater patches easier, they should share the same layout.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
