allow resume of downloads from torproject.org
At the moment, I do not think this is supported for torproject.org downloads.
This would be very helpful for connections that are very slow, flaky as well as torified at the same time which results in maximum unreliability.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
