Remove mercurius4 obfs4 bridge
mercuius4 got shut down back in April (https://lists.torproject.org/pipermail/tor-project/2016-July/000526.html). We should remove it from the Tor Browser.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
