Extend the file size for HTML preview to at least 1 megabyte

For a lot of files on Trac "HTML preview not available, since the file size exceeds 262144 bytes." e.g. https://trac.torproject.org/projects/tor/attachment/wiki/Linda/oct-2016-goals.JPG and others from https://trac.torproject.org/projects/tor/wiki/Linda

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
