New VM/domain for services needed by our testnet

We currently have a CollecTor, Atlas and Onionoo for the testnet but we would like to bring it to TPO infrastructure so it's not only run by one person on his personal server. We would also like to deploy a consensus-health service. Also, we would like to have Git repository only accessible by testnet operators thus simple HTTPS/SSH would be amazing to have.

That being said, I believe a VM with ~10G of disk space would be sufficient for a while as we archive the testnet descriptors/documents with CollecTor. CPU and RAM can be low as this only runs few processes and doesn't require too much. Well at least 512MB RAM else I believe Java might not be happy...

Finally, a .tpo subdomain for this VM would be desirable. I think testnet.torproject.org is a good short name. And if that domain could have a LE cert attached to it, woot! :)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
