Make it easier for relay operators to find their measured bandwidth

Can we add measured bandwidth to the flags lines for each relay in consensus-health? And then maybe we could add a link to the consensus-health entry from atlas?

(Is there a specific component for consensus-health?)

It would help answer the most common question that relay operators have, which is "why is my measured bandwidth so low?"
