When some chutney tors die, clean up the rest

Chutney should clean up all the tor processes it starts, and leave all other processes alone.

I think this means adding pkill -P $$ to the end of chutney/tools/test-network.sh , and making sure it's executed even if chutney returns failure.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
