HiddenServiceDirectory is created if it doesn't exist

- Update the man page, which incorrectly says that HiddenServiceDirectory must exist - tor creates the HiddenServiceDirectory if it doesn't exist
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
