Should tor keep on retrying, even if it has reached the failure limit?

In #20499 (moved), when relays reach the download failure limit, they stop downloading consensuses.

I think this behaviour is desirable for relays that will never get a good consensus (if they are too old, for example).

But for relays that have a temporary issue, it is really unhelpful. Perhaps tor should retry every few days no matter what?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
