protover_get_supported_protocols should have LinkAuth 3 for ed auth

Now #15055 (moved) was merged, LinkAuth should read "LinkAuth 1,3" in the latest tor master.

Instead, it reads "LinkAuth 1".

Discovered using the test network.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
