Bundle HTML pages inside Tor Browser
Follow up to #20614 (moved). Instead of linking to the Tor Browser manual on torproject.org, we should instead bundle it with the browser. And there should be a button that displays the manual to help users who are getting stuck trying to connect to the tor network.
To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
