Change Tor 0.2.?? to Tor 0.3.??
Since 0.2.9 is our last Tor 0.2.?? release, there's no point in putting any more tickets in "Tor 0.2.??". So I've changed the milestone name to "Tor 0.3.??".
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
