Tor release announcements should say what Tor Browser they're scheduled for
In looking over the blog comments from recent core Tor release announcements, the #1 question is "when will this be in Tor Browser?"
We should figure out the answer to that when we do the release, and say so in the announcement.
Bonus points if we also point to the Tor Browser nightlies -- once they include this version -- as well as the expert bundle on Windows, as well as the Debian packages.
