Add protocol lines to consensus health

Currently, consensus method 25 (introduced in 0.2.9.4-alpha) includes recommended and required client and relay protocols:

It might be useful to have these in Consensus Health (much like the recommended tor versions), particularly when the authorities on the public network are running 0.2.9 and later.
