support multiple componenet owners

Currently each component can only have one owner. If you add more than one owner to that component, trac is going to ignore the whole list all together and none of the owners are going to get notified when a new ticket is being filed.

Tor Browser team has found a way around that issue by assigning tickets to a trac account that is linked to a mailing list, but that's not necessarily a good option for all the teams. Therefore, it would be very useful if we can find a way to make trac let us have multiple component owners.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
