Atlas report wrong geoip information (maybe outdated)
While looking at https://atlas.torproject.org/#details/B99AC17620737BC58FF386E6D641DF1FA761666A the relay with IP 47.90.81.244 is reported as Canada.
Doing a "geoiplookup" report Hong Kong using the updated database from http://geolite.maxmind.com/download/geoip/database/GeoLiteCountry/GeoIP.dat.gz .
This lead to think that the geoip database being used by Atlas is outdated.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
