Make minimum fallback stability 6 months

Now that we've fixed #18050 (moved), we can revert the fallback minimum address stability to a longer period. I suggest 6 months - the period between releases.

This will be implemented as part of #18828 (moved).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
