Ignore relays without contact info when emailing potential fallback operators
Sometimes, we want to do a mail-out to (potential) fallback operators. We might want to skip operators without contact details. Or we might want to leave them in there, so we know the how many operators we can't contact.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
