Why is 0.2.6.10 not a recommended version?

There is no 0.2.6 series in recommended versions, but we recommend an 0.2.4, 0.2.5, and 0.2.7.

I've had a fallback operator report that they've patched their relay against TROVE-2016-10-001.

Does this have something to do with debian releases, or is it just a mistake?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
