Allow 2 fallbacks per operator
Now that we are including 200 fallbacks, it seems safe to allow more than one fallback per operator.
Not much point allowing more than one per IP or machine, though.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
