Make ClientUseIPv4 and ClientUseIPv6 equivalent to ReachableAddresses

Once #20996 (moved) is fixed, we should also make ClientUseIPv4 and ClientUseIPv6 work the same as the equivalent ReachableAddresses settings.

For example: ClientUseIPv4 = accept/reject 0.0.0.0/0 = accept/reject *4 ClientUseIPv6 = accept/reject [::]/0 = accept6/reject6 * = accept/reject *6

Bootstrap and guards should also work if ReachableAddresses blocks almost all addresses of a particular type.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
