Go back to using gosecco for seccomp rule compilation.

Followup to #20940 (closed).

Since I'm removing x86 support, I can drop the libseccomp build time dependency and two stage build process by using gosecco to compile the seccomp rules again.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
