Add a fuzzing harness for the torrc file

I wrote some code to do this back in 2014-ish. It's probably still in one of my branches.

This is low-priority, because the torrc file is user-controlled.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
