Split GoodBadISP page in ISP's and hosting companies

Right now, I think the GoodBadISP wiki page is a bit of a mess. It's hard to maintain, and in need of updating.

Just an idea: Maybe we should add an additional page/separation to seperate hosts from consumer ISP's?

Because people browsing these pages have different goals:

  • Home user / Tor novice trying to check whether or not running a tor relay on his/her home connection is fine for their ISP guidelines.
  • Power user looking to rent a server / VPS for running tor services at a hosting company
