Update Tor Messenger version on wiki and blog
The wiki says: "The current version of Tor Messenger is v0.3.0b2, released on December 29, 2016."

And this is the latest announced version on the blog.
But users are downloading 0.4.0.1b, and are getting confused.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
