Make sure prefetch in the network predictor adheres to design guidelines

Prefetch in the network predictor got implemented (https://bugzilla.mozilla.org/show_bug.cgi?id=1016628). We should make sure it adheres to our Tor Browser design guidelines. Having a test for that might be worth.

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
